Counting votes and verifying
results of first round
The Ministry of Interior counts the votes cast during the first
round. The actual counting is done rather efficiently, however
the Guardian Council must also validate the results. Some
candidates may be disqualified at this stage, for example, if
someone proves that they engaged in campaigning activity on 17
February. There could also be a case where the votes in a certain
districts are nullified, should there be proof of foul play. An
example could be the presence of an unauthorized person who
volunteers to help the illiterate vote at a certain booth. One
can expect 95% of the votes cast to have no problems passing this
stage, if previous experience is to serve as a guide. A candidate
must secure 25% of cast votes in his/her district in order to
progress directly to Majlis. Iran Focus expects about 50%
of the 6th Majlis seats to be filled directly from the
first round. As for the rest, in each district, top vote getters
for double the number of remaining seats progress to the second
round. That is, if a certain district has 10 seats in total, and
3 persons achieve the 25% bar and win parliamentary seats directly
from the first round, 14 runners up (7x2), will have to go to the
second round.

Second round of elections
The above counting and validation process at minimum would take
2 weeks to complete. If that time frame is met, which really
depends on whether or not there are any discrepancies that require
re-votes, we can expect the second round to take place within 3
weeks from the first round voting date. However, if that time
frame is not met, the Iranian New Year (20 March) and the holiday
season would mean that the second round will take place sometime
in April.

Final results of the elections are announced
It is also worth noting that the counting and validation of the
second round takes much less time, since not only there are many
less candidates, but also simple majority is what gets a candidate
into Majlis.

Last day that the 5th Majlis is in session
The outgoing Majlis
function will not change will not change until this day. In fact,
the 5th Majlis must finish a number of very significant
agendas, such as finalizing the new Budget, which must be done
before the Iranian New Year (20 March). The outgoing parliament
is usually a bit slow around elections simply because many MPs are
busy with their campaigns. But one should be aware that the 5th
Majlis still has its full powers. I would not be surprised
if in the last days of its existence the 5th Majlis
tries to pass a popular law, such as one that would change the
foreign investment regime in Iran, just so they could go down in
history, comments Bijan Khajehpour,
managing director of Atieh Bahar Consulting and a leading Iran
political analyst.

6th Majlis convenes / Selection of temporary
chairmanship
On the first day that the new Majlis is in session, it must
elect a temporary chairmanship, a 7-member body that includes a
temporary speaker, 3 deputy speakers, a press secretary, and 2
others. The first task of this temporary body is to review the
credentials of all MPs. Among the most undemocratic parts of the
parliamentary election process in Iran is that the majority of MPs
can actually reject the credentials of certain elected
representatives of the people during this process. Naturally,
they need to have a good reason for such an act and there were no
rejections of this kind during the 5th Majlis, but it
is within the powers of the parliament to do so.

Approval of MPs credentials / Selection of chairmanship
The temporary chairmanship usually completes the
above-described process in a matter of 1 week to 10 days. Then,
the approved Majlis votes for its regular chairmanship. Up to
now, the elected speaker has not differed from the temporary one.
It is also important to note that this vote takes place every
year, and that the entire chairmanship, including the speaker,
must be voted in again annually.
