Supported by home fans, the Azeri side beat Russia 15-13 in the final to celebrate the title.
Fighting for the bronze medal, Cuba stood third with a 21-6 romp over Canada.
Iran and South Africa finished fifth and sixth respectively. On Sunday, Iran was booted out of the world event.
Clashing in Heidar Aliyev Sports Complex, the Cuban side beat Iran 17-10, helping Russia to set up final showdown with the home side Azerbaijan, which thrashed the Canadian team 21-6.
Iran edged past its archrival Russia Saturday. Despite losses in four weight categories, Iran tied with the powerful Russian side 13-13 and was announced the winner by the arbitration committee due to technical points.
Azerbaijan had earlier routed South Africa 27-1.
