Speaking at the inaugural ceremony of Rafsanjan Seyed al-Shohada Training Complex, he added that providing the youth with specialized training in various fields can help them find jobs.
"According to surveys, of 100,000 skilled manpower currently existing nationwide, only 30,000 are working at universities.
"Major decisions have been taken to the effect and proper investment has been made in the sector. Meanwhile, research and technical centers will be expanded across the country," he added.
Turning to the Islamic Azad University as one of the major world scientific centers, he noted that it provides a great number of young people with the opportunity to pursue higher studies by annually attracting 3,500 billion rials as tuition.
He further added that the tuition received are partially invested in development of university scientific centers across the country.
Explaining the perspective of the Islamic Azad University as favorable, he said that given more than one million students are now enrolled at the university's branches nationwide, it is one of the biggest world universities.
The EC chairman hoped that Islamic Azad University will be turned into one of the world major scientific and research centers.
He referred to the high admission rate of female applicants to the university as unprecedented in the world.
"Educated women can definitely play a more decisive role in the upbringing of their children and training them as useful members of the community," he added.
Rafsanjani called on university officials to pay extra care to ethical, religious and intellectual matters in dealing with students to avoid their entanglement in social dilemmas.
Prior to Rafsanjani's speech, chancellors of Rafsanjan Azad and Vali Asr universities presented reports on their performances and called for government's further attention to financing more credit to them.
Rafsanjani arrived in Kerman on Monday to the warm welcome of senior local officials.
The head of the Islamic Revolution Housing Foundation and the Imam Khomeini Relief Committee accompanied the EC chairman on his one-day tour.
