Iran's Parliament passes Fourth Five-Year Development Plan Bill

Tehran, May 2, IRNA -- After six days of debate, the parliament on Sunday passed the Fourth Five-Year Economic, Social and Cultural Development Plan Bill which is due to take effect from March 2005.

Under the bill, the parliament required the government to increase salaries of state employees and the retired commensurate with the inflation rate in the course of the fourth development plan.

The government is also obliged to earmark 70 percent of the fund it saves from restructuring the institutions to pay the staffers who perform outstanding service to the office.

The executive procedure for the payment will be provided by the Management and Planning Organization (MPO) and approved by the Cabinet.

Article 156 of the legislation required the government to embark on improvement of the current facilities, boost standard of public buildings and planning for construction of new buildings in line with respective law.

The executive bylaw to the effect will be provided by Management and Planning Organization (MPO) and Ministry of Housing and Urban Development and approved by the Cabinet.

The Article 162 of the fourth development plan bill called for setting up 'High Supervisory Council' to strengthen inspection system and avoid overlapping of supervisory and inspection process.

The 'High Supervisory Council' will comprise of heads of the three branches of government and heads of the State Inspectorate Organization, the Auditory Organization, the Supreme Audit Court and State Administrative Court. Head of Management and Planning Organization (MPO) will chair the 'High Supervisory Council'.
