Talking to IRNA, Rahimi said the pilgrims can visit holy sites of the two countries individually or in groups.
The international Khosravi border crossing had been closed to pilgrims following unrest in holy cities of Iraq since April 10.
Rahimi noted that every day 5,000 pilgrims can travel to Iraq via this border point legally, adding Iran's Hajj and Pilgrimage Organization will provide security to the pilgrims across the border.
Qasr-e Shirin has the capacity to receive 5,000 pilgrims daily.
