In September 2004, Science and Arts Foundation (SAF) supported a group of educators working with hearing impaired students to attend the 1st International Deaf Association Conference held in Istanbul, Turkey. The educators found the conference events constructive and motivating.

Upon their return, the team of educators, along with their colleagues and SAF support, has initiated work on ICT-based projects tailored for hearing impaired individuals in Iran and the promotion of their interaction with students around the globe. The goal is to establish a program that encourages Internet-use by hearing impaired students across Iran.

As part of this program, students at the Nezam-e Maafi Technical School for the Deaf have created a website on the subject of sign language.
