London, June 29, IRNA-Foreign Secretary Jack Straw Wednesday declined to outline what type of detailed proposals the EU was considering to present to Iran next month but said that they would be within the terms of previous agreements reached with Tehran.
"Our proposals that the E3/EU will make, hopefully by the end of July, will be within that framework," Straw told IRNA during a press conference in London.
He said "the negotiations, which have taken place within the framework of the agreements reached in Tehran in October 2002 and the agreement reached in Geneva in May of this year as well as the Paris agreement of last November."
"The Paris agreement, the agreement between the government of Tehran and the E3/EU, spoke of the need for objective guarantees that Iran's nuclear programme is entirely for peaceful, civil purposes," the Foreign Secretary said.
But he was unwilling to answer what kind of format the proposals were likely to be or whether Iran's offer of nuclear safeguards were still on the table as an alternative to the EU seeking a permanent cessation of Iran's fuel cycle programme.
"If you forgive me, but I am not going to anticipate what we will propose to a press conference nor seek to negotiate with the new government of Iran through an agency," Straw told IRNA.
During his press conference on Britain assuming the rotating presidency of the EU, he said that "Iran is perhaps one of the best examples of EU operational foreign policy."
The Foreign Secretary pledged to continue the work to resolve Iran's nuclear programme in which both he and his French and German counterparts have been leading on in the past two years.
Under the Paris Agreement, the EU offered to provide "firm guarantees on nuclear, technological and economic cooperation and firm commitments on security issues" in return for Iran offering "objective guarantees" on the peaceful nature of its nuclear programme.
As part of the process on reaching long-term arrangements E3/EU, a steering committee and working groups were set up last December but without producing any tangible results.
