Iranian President orders suspension of NPT Additional Protocol

Tehran, Feb 5, IRNA-President Mahmoud Ahmadinejad in a letter to the head of Iran Atomic Energy Organization (IAEO) ordered here today the rescinding of the voluntary suspension of the Additional protocol to the Non-Proliferation Treaty (NPT) and other related cooperation with the International Atomic Energy Organization (IAEA).

He also mandated the IAEO to begin earnest implementation of all search and development and preparatory work for use of nuclear fuel technology for peaceful purposes.

The presidential media department reported that the letter to head of IAEO Gholamreza Aqazadeh reads:

To the esteemed head of Iran Atomic Energy Organization:

Following 2.5 years of Iran's cooperation with the IAEA on the voluntary suspension of all uranium enrichment-related work and implementing measures beyond the NPT Additional Protocol as a gesture of Iran's good will in its peaceful nuclear activities, the recent session of IAEA Governing Board under political pressure of several countries has voted on a resolution.

The resolution, which, ignores all international legalities, and contravenes Iran's legitimate and national rights, has also tarnished the sovereignty and authority of the nuclear watchdog agency.

With regret on such a hasty and uncalled for step over the legal and limited research work by Iran, it is necessary to carry out the law ratified by Majlis 476/173489 and dated 84/9/12 (November 3, 2005) and implement the following:

1-The commencement of all research, development and preparatory-related work on nuclear full-cycle technology for peaceful purposes.

2-To institute a comprehensive call on all experts and academics of national universities, and research institutions to work alongside the IAEO experts with the aim of further development of the indigenous know-how in various areas of peaceful use of nuclear technology.

3-All of Iran's peaceful nuclear activities will be carried out within the framework and provision of the NPT and IAEA safeguard agreements. Cooperation with the IAEA to observe all technical and legal commitments will also be continued within this framework.

Starting 84/11/16 (February 5,2006) the implementation of the Additional Protocol and other additional cooperation with the IAEA will be suspended.

The International Atomic Energy Agency Board of Governors on Saturday voted to report Iran's nuclear dossier to the United Nations Security Council (UNSC) without consensus, despite the West's attempt to reach agreement on the issue.

According to the reports received from Vienna, of 35 Board of Governors member states 27 countries voted in favor of the resolution on reporting the case to the UNSC, five gave votes of abstention and the remaining three voted against it.

Following the voting, deputy secretary of Supreme National Security Council (SNSC) and spokesperson for the Iranian negotiating team, Javad Vaeidi, said that resumption of full enrichment process will be the first consequence of this resolution.

He referred to it as a political move on behalf of certain countries.

The IAEA meeting in the Austrian capital of Vienna on Thursday was postponed on account of discord among the member states on referral or reporting of the case to the UNSC and inclusion of the phrase `A Middle East free from nuclear weapons', which was proposed by the Non-Aligned Movement (NAM) member countries.

Political experts consider the Board of Governors vote, which has been given under the pressure of the US and Europe, as illegal and unlawful.
