Moscow, March 13, IRNA - Spokeswoman of Russian contractor of Bushehr nuclear power plant "Atomstroiexport" said considering the lack of bimonthly financial supply of the project, delay in commissioning and delivering nuclear fuel to Bushehr power plant in unavoidable.
Speaking to IRNA Monday, Irene Ysipova refused to declare the new date for completion of the power plant and delivering the fuel.
She said, "We must deliver nuclear fuel, upon technical situation of the power plant, six months before commissioning the plant." Ysipova added, "Technical situation in Bushehr nuclear power plant for loading nuclear fuel is not ready, yet."
She denied any kind of political motive in this concern and said, Atomstroiexport's experts are in Tehran to solve technical and financial problems of the power plant.
Ysipova said the main reason of delaying completion of the Bushehr Nuclear power plant is providing full security for it.
"In our opinion, such delays are not acceptable because the first contract (dated 1995) envisioned completion of the power plant by 2000 and its coming into cycle by 2001. Any procrastination and delay in construction and delivery of Bushehr power plant can reverse the balance in favor of those not calling for ties with Russia," said apporteur of the Majlis National Security and Foreign Policy Commission Kazem Jalali in an interview with reporters.
Jalali made the remark after an emergency session at his Commission, in which Deputy head of the Atomic Energy Organization of Iran Mohammad Saeidi attended to brief the parliamentarians on outcome of his talks with Russian partner in Moscow on Bushehr project.
He said some elites believe Russia is not a trusted partner and the delays are due to pressures of the big powers.
Elsewhere in his remarks, Jalali referred to visit of a Russian delegation to Tehran to look into Bushehr issue and said the talks are hoped to end up in an agreement for fuel shipment based on schedule (March 2007).
Jalali said the second UN Security Council resolution on Iran might be issued by March 20. He said Americans try to include their own stances in the resolution but the Russians and the Chinese too have their own views on it.
He said the IAEA has taken some measures for suspension of parts of its cooperation with Iran, which seem contrary to NPT, the Safeguard agreement and the Agency's charter.
"As an IAEA member, Iran is entitled to cooperation with IAEA in scientific and research sectors; unfortunately, one of the reasons countries turn to concealment is the Agency's double-standards," he added.
He hoped that the IAEA, as a big international institution, would rectify its "completely unjudicial" act of suspending some of its cooperation projects with Iran.
Another official of the Russian company had already talked about delay in delivering fuel and commissioning the power plant.
The official, who talked on condition of anonymity, told Russian TV the Iranian officials of Iran's Atomic Energy Organization (IAEO) have not signed documents concerning beginning of financial payment for the project.
He said, " Regarding current situation, the completion of the Bushehr nuclear power plant in September and delivering nuclear fuel in March is impossible."
Representatives of Atomstroiexport, who are in Tehran, are to continue last week negotiations of Deputy Head of IAEO Mohammad Saeedi and President of the Russian contractor company Sergei Shmatko to reach an agreement.
