Mr President,
I speak on behalf
of Neda Institute for Scientific & Political Research in Tehran.
As regards DDPA
2001's "concern for the plight of peoples under foreign occupation",
our NGO finds it extremely alarming that, in the period December 2008 - January
2009, the army of a racially-occupying regime in the Middle East, intentionally
and indiscriminately targeted civilians, using unconventional weapons including
White Phosphorous shells and bombs, Heavy Bombs, Fuel Air Explosives, Cluster
Bombs, and Silent Bombs. This resulted in the murder of unarmed children,
women and old people waving white flags, and the destruction of lifeline
civilian infrastructure and amenities such as ambulances, hospitals, mosques,
and the UN's own headquarters and relief stores. As a result, 1,400 civilians
were massacred and 5,450 severely injured. These innocent victims were the
inmates of what the Catholic Church calls "Gaza Concentration Camp", 75% of whom
are women and children, many of whom are physically and psychologically maimed
and handicapped for life, as victims of aggressor army's reprisal for ZERO
death amongst the occupiers in the preceding year (Sources: Lancet

Thirty years ago, Chief of Staff of the said occupying army, Mordechai Gur,
observed that since 1948, "we have been fighting against a population that
lives in villages and cities." As the occupiers' most prominent military
analyst, Zeev Schiff, summarized his remarks, "the Israeli Army has always
struck civilian populations, purposely and consciously...the Army, he said, has
never distinguished civilian [from military] targets...[but] purposely attacked
civilian targets."
Far from an
isolated remark or an individual aberration, this is the occupying regime's
state policy. A year before the Gaza massacre, in May 2007,
Mordechai Eliyahu,
the
former chief Sephardic Rabbi
of the occupying regime
wrote to Prime Minister Olmert, "[There is absolutely] no moral prohibition
against the indiscriminate killing of civilians during a potential massive
military offensive against Gaza aimed at stopping rocket launching." -

His son,
Shmuel Eliyahu,
the Chief Rabbi of Safed, elaborated on that and
said
his father advocated carpet bombing the general area from which the
rockets were launched, regardless of the price in Palestinian life:
"If they don't
stop after we kill 100, then we must kill a thousand, and if they don't stop
after 1,000, we must kill 10,000. If they still don't stop, we must kill 100,000
or even a million."

Hate-filled remarks
by high-ranking Zionist officials too are not secrets. The following are
just a small sample illustrating the racist nature of the occupying
regime's ideology and treatment of their native victims:

The Honorable
Foreign Ministers of the European Union! We will not utter a word but
respectfully turn to your valued judgment regarding the nature of these
remarks. With your unrivalled moral standards, and oft-stated 'respect
for human rights', Ladies and Gentleman, how do YOU politically
and morally categorize such statements and the ideology from which they stem?
And, finally,
please enlighten us and the world as to how your oft-repeated principle of
"tolerance" might be exercised, when even a mild criticism of the manifest
cases of state terrorism, racial hatred and genocide in the Middle East, is
labeled, blocked and attacked as "intolerance"? Under the circumstances of
such clear moral and intellectual inconsistency, the majority of the world is
left with the inevitable conclusion that the "political will" of the old
colonial powers is on the side of the perpetrators to continue with violence and
racial discriminations, assured of the unwavering support from their "civilized",
"peace-loving" allies, who also preside over and control the global
institutions.

Foreign Ministers! Immediately following the Gaza Genocide, the lady Foreign
Minister of "the only democracy in the Middle East" remarked that "We
stand for Western values"! And we agree they do! Gaza genocide by the
occupying regime and your censor of any criticism of it has made your common
stance and shared "values" amply clear!
Although opposition
to "Racism, Racial Discrimination and Xenophobia" on paper and
simultaneous support for Apartheid and for the perpetrators of the most heinous
war crimes may, at first, seem contradictory, but is, nevertheless, clear
evidence of the inherent consistency at the heart of these "agreed"
"Western Values".

Foreign Ministers! We do not believe that the populations in the West aspire
and subscribe to YOUR stated "values". We stand with them and with the
majority of the world condemning the perpetrators, the facilitators, and those
white-washing these racial and hate crimes. We demand the highest international
office not to succumb to such immoral pressure and to recognize and put an end
to these barbaric atrocities.

Foreign Ministers! Should your racial superiority attitude stop you from
listening to views from the "uncivilized" Third-Worlders, you may at least
benefit and learn
from admirably honest Israelis and Jews:
According to the
distinguished Professor Noam Chomsky, "Israel
calculated that it would be advantageous to appear to "go crazy," causing vastly
disproportionate terror, a doctrine that traces back to the 1950s."
And, according to Avi Shlaim, an Israeli professor of
international relations at the University of Oxford, "The brief review
of Israel's record over the past four decades makes it difficult to resist the
conclusion that it has become a rogue state with "an utterly
unscrupulous set of leaders". A rogue state habitually violates
international law, possesses weapons of mass destruction and practices terrorism
- the use of violence against civilians for political purposes.
Israel fulfils all of these three criteria; the cap fits and it must wear it.
Israel's real aim is not peaceful coexistence with its Palestinian neighbors
but military domination. It keeps compounding the mistakes of the past with
new and more disastrous ones. Politicians, like everyone else, are of
course free to repeat the lies and mistakes of the past."
