Ahmad Hakimipour, the head of city council's social and cultural commission, told ILNA that Mayor Mohammad Bagher Ghalibaf previously had promised that these forces would be removed from the city administration but so far he has failed to make it happen.

Mohammad Bagher Ghalibaf was a presidential candidate in the 2013 election, but after losing the race to Hassan Rohani, he was re-elected to his position as Mayor of Tehran.

Hakimipour added that the presence of these forces in management positions is discouraging expert workers from joining the city administration.
